China AOPA Signs Strategic Cooperation Agreement with Qiandongnan Prefecture, Guizhou

On November 9, a delegation including China AOPA Chairman Zhang Feng, Executive Secretary-General Tang Yong, Executive Secretary-General and AOPA Fund Chairman Jiang Mouyu, and Li Feng, Chairman of Suzhou Planning & Design Research Institute Co., Ltd., visited Qiandongnan Prefecture for research. They held talks in Kaili with Yang Guangjie, Deputy Party Secretary and Governor of the Prefecture, and jointly attended the exchange meeting and strategic cooperation signing ceremony between the Qiandongnan Prefecture People’s Government and China AOPA. Vice Governor Wang Jianhua, Prefecture Government Secretary-General Chen Zhen, and officials from Huangping, Zhenyuan, Liping, and Leishan counties and relevant prefecture departments attended.
Chairman Zhang Feng said the low-altitude economy, as an emerging model, holds broad prospects. Qiandongnan is known for rich natural scenery, a fine ecological environment, and distinctive ethnic culture—resources that provide unique conditions for developing the low-altitude economy as a new quality productive force and for integrating low-altitude tourism, air sports, and related industries. China AOPA will leverage its association strengths to deepen cooperation with Qiandongnan, accelerate delivery of agreed items, and contribute to the prefecture’s low-altitude development.
Governor Yang Guangjie welcomed Zhang’s delegation on behalf of the prefectural Party committee and government and thanked China AOPA for its support. He said Qiandongnan is thoroughly implementing the guiding principles of the Third Plenary Session of the 20th CPC Central Committee and General Secretary Xi Jinping’s important speeches during his inspection of Guizhou, seizing policy opportunities, building on local strengths, and advancing high-quality development and modernization in ethnic regions. He hoped both sides would use the agreement as a starting point to deepen cooperation, achieve new breakthroughs in Qiandongnan’s low-altitude economy, and deliver mutual benefit.
At the meeting, Vice Governor Wang Jianhua and Executive Secretary-General Tang Yong signed the cooperation agreement on behalf of both sides. Under the agreement, the parties will deepen practical cooperation in low-altitude economy advisory services, investment promotion, and training and study programs.
On November 10–11, Zhang’s delegation visited Xijiang Miao Village, Jiuzhou Ancient Town, Jiuzhou Airport in Huangping County, the An’an paragliding base, Kaili Huangping Airport, Zhenyuan County, Rongjiang County, and other sites to learn more about Qiandongnan’s low-altitude industry development.
