2025 Low-Altitude Economy Policy and Industry Seminar Successfully Concludes in Beijing

On the afternoon of May 9, the 2025 Low-Altitude Economy Policy and Industry Seminar hosted by China AOPA in Beijing held its closing ceremony. After completing three days of scheduled courses, 66 trainees from across China received certificates of completion from China AOPA Chairman Zhang Feng.

Organized by China AOPA’s Low-Altitude Economy Development Working Committee and Membership Department, the program aimed to implement central strategies on low-altitude economy development and focus on the latest Two Sessions policy guidance. The curriculum covered three modules—policy interpretation and trend analysis, industry analysis, and investment strategy and risk control—offering systematic, practical, and forward-looking guidance for government decision-makers, industry leaders, and investors to seize opportunities and make precise decisions.

At the opening ceremony, Lian Xiuqin, Vice Chair of China AOPA and former Deputy Director-General of the CAAC Department of Transport, delivered opening remarks. She noted that in 2011 China AOPA organized China’s first national forum themed on the “low-altitude economy,” and in 2014 pioneered domestic work on UAV personnel qualifications, standards, and operator training. She said the seminar was designed as a deeper, more practical learning platform, tightly aligned with national policy and focused on airspace reform, airworthiness standards, industry deployment, and investment strategy—helping participants grasp the sector’s essence and better support local industrial planning and project decisions.

In the policy and trends module, Chen Congxi, Director of the Low-Altitude Economy Development Working Committee, first presented “Sorting and Interpreting Low-Altitude Economy Policies.” Liu Feng, former Director-General of the CAAC Department of Transport and former Party Secretary of the North China Regional Administration, then spoke on “Airspace Reform Policies and Experience Sharing.” The module covered the origins, evolution, substance, and outlook of the low-altitude economy, interpreted national support strategies, regulations, and regulatory requirements, and analyzed how policy shifts are reshaping the industry through case studies.

In the industry analysis module, Zhang Xiangqian, Secretary-General of the Working Committee and Chairman of Beijing Dice Technology, presented “Building Digital Platforms and Infrastructure for the Low-Altitude Economy.” Hao Zhipeng, Director of the UAV Airworthiness Certification Research Office at the CAAC Academy of Aeronautical Sciences’ Airworthiness Certification Institute, shared “Insights from UAV Airworthiness Research.” Xi Haijiao, Technical Director of China AOPA, spoke on “Typical UAV Model Development, Operations, and Application Prospects.” Zhou Xiaoyue of Shenzhen United Aircraft presented “New Opportunities in the Low-Altitude Economy: UAVs Empowering Industrial Transformation,” covering “low-altitude + N” scenarios and United Aircraft’s roadmap. Jin Bing, senior expert of the Working Committee and former Level-I Counselor and Deputy Director-General of the State Post Bureau’s Department of Policy and Regulation, spoke on “Current Status and Prospects of Low-Altitude Express Logistics.” Zhang Guoguang, Working Committee member and General Manager of Beijing Aishangyun Flight, analyzed “Trends in Low-Altitude Culture and Tourism.” Together, these sessions mapped the full value chain—from infrastructure and airworthiness to manufacturing and applications—along with technology trends and future potential.

In the investment strategy and risk control module, Jiang Mouyu, Executive Secretary-General of China AOPA and Chairman of Zhuhai AOPA Private Equity Fund Management Co., Ltd., introduced AOPA Fund’s founding and management team; analyzed industry characteristics; and shared risk-management tools and methods for low-altitude economy funds through empirical research and theoretical frameworks. AOPA Capital seized the opportunity to establish the fund with the Gaoyou municipal government and related parties, focusing on Yangtze River Delta airspace and industrial strengths to accelerate the shift from technology exploration to scaled commercialization. Drawing on years of industry-fund experience, he proposed strategies such as “scenario + fund + index linkage” and “professional judgment based on industry norms,” and outlined a comprehensive investment management system.

In discussion sessions, trainees shared takeaways from their work and offered constructive suggestions for future association training. Participants generally found the courses closely aligned with ministry policies, highly professional, and highly valuable; they also hoped future programs would track policy changes, share more enterprise experience, and help advise national authorities so reforms can land sooner.

At the closing ceremony, Tang Yong, Executive Secretary-General of China AOPA, delivered concluding remarks. He thanked trainees for their trust and active participation, praised the organizers’ careful planning and comprehensive content, the instructors’ seniority and practical expertise, and the quality of discussion. He said the association will continue to run thematic seminars based on trainees’ questions and provide better service to members and participants.

The seminar received strong attention from the association. In addition to leaders speaking and teaching, Chairman Zhang Feng, Vice Chair Lian Xiuqin, Secretary-General Chen Guohua, Executive Secretary-General Tang Yong, and others took a group photo with instructors and trainees.
